Add ability to set priority for composite steps defined in textual files

Description

Sometimes it may be needed to specify priority of composite steps defined in textual files.
The proposed approach is to use the strategy similar to StepFinder.ByPriorityField.
Composite step syntax:

Priority is optional and default value is 0.
